This document is the product of months of work, preparation, outreach, consultation, analysis and evaluation which have culminated in the GYC and is based on previous UN MGCY papers on WHS, particularly the July 2015 World Humanitarian Summit Position Paper and the Thematic Position Papers developed for the same process.
