More than 250 million children and youth are currently out of school. Many have no pathway into education because existing systems are too rigid or too limited to meet their needs.
This session explores how governments and partners are working to change that, by identifying who these children are, understanding the reasons behind their exclusion, and expanding learning opportunities that are flexible, inclusive and designed to reach those that have been left behind.

Sabrina Hervey is the Technical Head for West Africa and Asia for Educate A Child, a global program of the Education Above All Foundation (EAA). She holds a Master's of Public Administration in International Management with a concentration in Development Project Management from Monterey Institute of International Studies, and a Bachelor's of Arts in English studies with a minor in French from Texas Lutheran University. With over 20 years of experience in both international development and education, including experience as a classroom teacher and working with youth, Ms. Hervey is instrumental in developing EAA's regional strategy, programs, and partnerships. She oversees a portfolio of projects across several countries, provides guidance on OOSC related issues, and serves as the tech focal point for partnerships with IsDB, ADB, the WB, as well as several ODAs in addition to global education bodies.

Daniela Uresty is an education consultant at UNICEF for Latin America and the Caribbean. She leads the Secretariat of the Regional Education Working Group (GRE-LAC), supporting coordination in education in emergencies, disaster risk reduction, and learning recovery. She has worked with governments and international organisations in Latin America, the Caribbean and West Africa, focusing on strengthening education systems in crisis and development contexts. She holds a Bachelor’s degree in Education from UNAM, a Master’s degree in Social Sciences from the Sorbonne-Paris I, and a specialisation in Education Policy Planning from IIPE-UNESCO

Anne Breivik is Head of Strategic Partnerships and Grant Management at Strømme Foundation. Anne has 20 years of experience from the voluntary and international development sector in Norway and the UK, including with the UK National Commission for UNESCO and the British Academy. She holds an MA in International Relations from Durham University (UK). Anne was previously Strømme Foundation’s Education Adviser and has extensive experience from education programme development and management across Sub-Saharan Africa and South Asia.
